Brad Kelly, township president, called the meeting to order and led the discussion.

Topics Discussed

Treasurer's Report

Chuck Olson reported that the township checking account balance at Rushford State Bank was $31,818.32 as of December 31, 2013, after the payment of all December bills.  During December, Preble Township received $41,433.83 in property tax revenue. Olson reported that $15,314.13 was expended by the township during December.

Olson and David Larson also reported that Preble Township received $142,317.74 in disaster recovery revenue from US FEMA and the State of Minnesota at the beginning of January.  The current balance of the township checking account is $174,136.06 with the deposit of the federal and state disaster recovery funds.

Outstanding Bills

The township board reviewed bills received by David Larson since the December meeting. The total amount of outstanding bills, excluding current wages, was $9,602.48.  All outstanding bills were approved for payment.

Road Report

Butch Obieglo has plowed and winged all township roads since the recent snowfall.  Obieglo also reported that the axle on the plow truck required replacement during the month, and was repaired.

Year 2014 Proposed Budget

David Williams distributed copies of the proposed year 2014 budget for review by township officers.  The proposed budget anticipates approximately $261,817 in revenue received by the township, including the $142,317.74 already received from the federal and state agencies administering disaster recovery reimbursement.  Preble Township would spend approximately $173,080 in funds during the year, including approximately $50,000 of road construction to complete repairs on several roads damaged by the late June 2013 flooding event.  Chuck Olson stated that the township expects to receive approximately $12,000 in local government aid from the State of Minnesota, and that amount should be added to the anticipated revenue for the year.  The proposed budget will be revised to incorporate comments made by township officers, and will be presented for additional discuss during the February township board meeting.

Gopher Bounty

The township board approved a bounty for year 2014 in the amount of $2.00 for each pocket gopher caught within Preble Township, and presented to the township board.

Clerk's Computer

The township clerk's laptop is approximately 10 years old, and should be replaced.  David Larson and David Williams will search for a replacement computer.
