Preble Township Board Meeting Highlights
The following topics were discussed at the regular meeting of the board of supervisors held on Tuesday, August 19, 2014, beginning at 7:00PM. Official minutes of this board meeting have not yet been approved.
Township officers attending the meeting were Brad Kelly, Neil Halverson, Steve Vrieze, Chuck Olson and David Larson. Township residents Brian Meldahl, Dawn Meldahl, Pete Norby and David Williams attended the meeting. Lyle Sorum attended the meeting. Township road engineer Butch Obieglo attended the meeting.
Brad Kelly, township president, called the meeting to order and led the discussion.
Chuck Olson reported that the township checking account balance at Rushford State Bank was $139,273.56 as of July 31, 2014, after the payment of all July bills. Olson reported that $42,697.59 was expended by the township during July. Olson also reported that $8,040.45 was deposited into the bank during July. Of this amount, $5,419.00 was received from the State of Minnesota, and $2,432.00 was received from Spring Grove Township for road maintenance services performed by Preble Township.
The township board reviewed bills received by David Larson since the July meeting. The total amount of outstanding bills, excluding current wages, was $47,453.63. Of this amount, $28,385.00 is payable to Eaton Construction for road construction work, $1,583.56 is payable to Nodine Culvert Sales for a replacement culvert on 401st Avenue, and $11,872.12 is payable to Sorum & Sons for rock and gravel. All outstanding bills were approved for payment.
Butch Obieglo reported that all repairs of roads damaged by the 2013 flooding have been completed. The final road repairs that have been completed include 401st Avenue, Aurora Road (South Fork Hill), and Halverson Road.
The township board approved the proposal for the replacement of the existing bridge that crosses the South Fork Root River on 441st Avenue at the east boundary of section 10 with section 11. The proposed bridge would be a 3-culvert, low water bridge crossing. The essential bridge structure would be a triple line of 14' x 8' box culverts with a 6" concrete slab on top. The width of the bridge roadbed would be 20'. The replacement bridge will cost the State of Minnesota approximately $200,000. Preble Township will be required to pay $20,000 for the cost of bridge design work and the construction of road approaches to the new bridge. It is anticipated that construction of the replacement bridge will begin in the late spring of 2015.
Coyote Road Cartway
Brian and Dawn Meldahl, who own 5 acres of seasonal recreation property accessed by the Coyote Road cartway, informed the township board that they intend to build a permanent residence on their property within the next year. They would like the township board to upgrade maintenance of the Coyote Road cartway so that it is accessible by regular vehicles year round. Meldahl stated that he spoke with Jim Edgar, the DNR forestry officer in the area, who indicated the DNR would probably contribute funds toward the cost of rock and gravel for Coyote Road. The township board informed the Meldahls that Preble Township will not fund any major rebuilding of this cartway. However, the township board might consider funding some rock and gravel that could be applied to the cartway to make it more passable.
